Why state lists matter

OIG’s List of Excluded Individuals and Entities covers exclusions from every federal health care program. State Medicaid agencies also terminate and exclude providers from their own programs, and those actions don’t always reach OIG’s list. OIG says state Medicaid agencies should check its list monthly and whenever they enroll a provider (OIG), and CMS told states to require providers to search for excluded employees and contractors monthly (CMS SMDL #09-001).

In practice, compliance teams check OIG, SAM.gov and the lists of every state where they bill Medicaid, at hire and every month. Our bulk exclusion check does the federal lists and the states we support for up to 500 names at once.

Questions

What is a state Medicaid exclusion list?

A list kept by a state Medicaid program of people and businesses that are excluded, suspended or terminated from that state’s Medicaid program. States use different names: sanction list, termination list, precluded providers or suspended and ineligible providers.

Is the OIG exclusion list enough?

Not always. OIG’s list covers exclusions from all federal health care programs. A state can exclude or terminate someone from its own Medicaid program without that person appearing on OIG’s list, so state lists can contain people OIG’s does not.

Which state lists should I check?

At least the lists of every state where you bill Medicaid, and usually the states where your staff and contractors have lived or worked. Many managed care contracts spell this out.

Which states does your search check automatically?

Arizona, California, Colorado, Georgia, Indiana, Iowa, Kentucky, Maryland, Missouri, Montana, New York, North Carolina, Ohio, Pennsylvania, South Carolina and Washington. Their official files are downloaded when the site is updated, and each result shows the date of the copy used. For other states, use the official links in the table.

Why aren’t all states checked automatically?

Many states publish their list as a PDF, behind a search form, or block automated downloads. We only add a state when its official file can be downloaded reliably, so results are never based on a stale or partial copy.

How often are state lists updated?

It varies. Pennsylvania says its Medicheck list is updated daily; California publishes a monthly file; other states post dated editions. Check the date on each list.

Some states show “no public list found.” What should I do?

Check OIG and SAM.gov (which our tool does), and ask the state Medicaid agency or your managed care plans how they publish terminations. We link to each agency’s website.
